A car-free South Whidbey trip is possible, especially when the stay is centered in Langley. It works best as a deliberately bounded itinerary rather than an attempt to reach every beach and rural trailhead.

The core connection

Walk onto the ferry in Mukilteo, then connect at Clinton with Island Transit. As of the latest review, Island Transit describes its Whidbey service as fare-free and lists Route 60 between Freeland and Clinton via Langley, plus Route 1 along the island corridor. Routes and timetables change; build from the current schedule, not these route numbers alone.
